It was Niccolo Machiavelli, a political thinker has a famous phrase "End Justifies means". This has become a debatable topic because there is a bad and a good side to this. A person may be using noble ways to achieve noble ends, which is right in every sense. Or one may even be use this phrase to justify their illicit means to achieve their goal. There have been instances in past that criminals have used this kind of statements to justify their means saying that the end was good.
A basic arithmetic rule states that a positive and a positive together gives out positive but a positive with a negative will always give negative. If the means and goal both are noble the statement works and if any of these are immoral then any justification should nor work and should not be accepted. Justification for such were seen in Holocaust, bombings of Hiroshima and Nagasaki. But there are situations where in one can fall under dilemma. Like a candidate lying on their resume to get the job or a better position in the company. The candidate might justify his/her means by saying that they need the money or extra money to fulfill their home needs. Such situations creates a difficult situation to work out these discussions.
It becomes a matter of debate when one involves moral values, still the fact remains the one means and end have to be noble, legal moral.
