first day of 1999 is sunday.. 1999 is not a leap year therefore it consists of 365 dAys.. 365/7 = 1 remainder ie odd no days are= 1.. which corresponds to monday.

Solution:

Its Sunday..because to know the next year same day:(current year day 1)if not leap year 

or (current year 2) for leap year 

so 1st Jan 2000 will be Monday so 31st Dec 1999 will be Sunday
